policy based governance

At the direction of the Congregation of Bethlehem Lutheran Church, the Policy Based Governance Committee worked diligently over the past three years to study, understand, and develop a foundation for Policy Based Governance at Bethlehem.

On Sunday, September 25, 2011, the voting membership present voted to:

"...adopt the Policy Manual establishing the Policy Based Governance for Bethlehem Lutheran Church."

and

"...set aside the following portions of the Bylaws of Bethlehem Lutheran Church until Sunday November 18, 2012 to allow for temporary implementation of the Policy Based Governance:
  • Article 5
  • Article 6, sections 1, 2 and 5 only
  • Article 7
  • Article 9, section 1 only
  • Article 10
At that time the Bylaws would either be a) reinstated, or b) amended as necessary to allow for final adoption of the Policy Based Governance."


The Policy Based Governance Committee presented a ballot of members recommended to comprise the 1st Governance Board.

The Governance Board Members and their their respective terms approved by the congregation are:
Gary Henny (1 yr)
Craig Rogge (1 yr)
Greg Stokes (1 yr)

Tammy Bearden (2 yrs)
Derek Beasley (2 yrs)
Kirk Elrod (2 yrs)

Kay Freeman (3 yrs)
Paul Jass (3 yrs)
Rob Weida (3 yrs)

The nine members of the Board will have staggered terms of office to allow for both continuity and change. With the exception of this first year, Voters will elect three of the nine Board members every year to serve a 3-year term. 
  • Next year, the three members who were elected for 1-year terms will be up for replacement or re-election (to serve a new 3-year term). 
  • In 2013, the three Board members who were elected for 2-year terms will be up for replacement or re-election (to serve a new 3-year term). 
  • In 2014, the three Board members who were elected for a 3-year term will be up for replacement or re-election (to serve a new 3-year term). 
At that point all Board members will be on a 3-year term rotation so that Voters will elect/re-elect three Board members every year.
